Most of the facilities problems are due to construction, so this is something of an exaggeration (like the whole "falling in rankings"... umm, we're usually #7, and over the course of several years we're risen from closer to #9).  I think they're making a "break room" and a place where you can get light snacks/coffee.... at least that's what I heard.  The coffee situation is truly terrible now that Bucks closed.

I do agree that charging for lockers is completely ludicrous, as is the $10 fee per official transcripts (my UG, on the other hand, does not charge at all).  But honestly, pissing off students by nickel-and-diming us when we're poor is just going to come back to bite the school after we're out making money, and they want our donations.  Typical short-term thinking.

My UG charges $15 for a transcript, and I don't plan to donate to them in the near future.  The locker situation seems like it has another policy element besides nickel-and-diming; maybe they want to discourage the frivilous use of lockers, or they don't have enough because of the construction.

The parking thing is a campus-wide issue, not just the law school.  And the Penn garages are secured, so it's not like somebody could just wander in off the street and take your motorcycle.

Charging for lockers is ridiculous, I agree, and the construction delay sucks.  But the break room is supposed to return once the basement construction is finished, and it's not like a foosball table is a standard amenity -- you can always buy your own if it's that important to your daily life.

Penn looks like it has some of the nicest classrooms I've seen in a law school.

Also, I think that one would be pretty hard-pressed to argue that Penn is anything but an exceptional law school.
