The EPA is very competitive in general. I know the main office hires less than a dozen new attorneys per year (a classmate of mine worked there this summer). Since the field offices are smaller, I suspect it's pretty competitive. Look at the Honors Program handbook. I don't know about the EPA, but many federal agencies only hire experienced attorneys for field offices or just send attorneys that have been working in the main offices there.
