It basically said "We expect you got accepted into more competitive law schools, however, if you are still interested in joining our waitlist, please send this form back to us with your signature."

Send a letter and an email of continuing interest, they will porbably accept you.  Then, the ball is in your court.  You can either say "no, thanks," or attend. 

Don't you just hate these games they play.  Well, you play along and beat them at this game.
