Send them now - if they want to interview you before they leave they'll need time to review your materials/make arrangements. Make it clear in your cover letter how long you're in town.

If they aren't able to/don't want to make arrangements to interview you before you leave, your materials will just go into a pile for later action.

Send them now.  Express that you're here until whatever date, and would love the opportunity to visit their office.

Some firms ARE beginning hiring season now - OCI isn't, but IIRC, there's a good number of regional and special interest hiring fairs coming up very, very soon, so it's on firms' minds already.
