Is it wise, as an SA, to ask a named partner to be a reference for future employers?  He has the best knowledge of my work.  I believe the firm would like to keep me next summer, so it's a seemingly delicate subject.

You are walking a really fine line there. Personally, I wouldn't do it if you have any interest in going back to that firm. Get a reference from a professor or prior employer. Honestly, his recommendation might carry a little more weight with other firms, but IMO it is NOT worth jeopardizing your permanent offer (or even next summer) to get it, especially in this economy. So no, exercise some discretion here.
