I am planning to reapply this year after
not being satisfied with my results last year.
In this case, Do I need to get new LOR's and other material(undergraduate reports etc.)
or can I use the ones I used last year?

I don't see why you'd need new LOR's, I don't think there's a time limit on them.  You might want to talk to your recommenders about the fact that you're re-applying and are trying to figure out what went wrong the first time.  They might clue you in if their letter was less than stellar- maybe they didn't know you well enough or had a hard time remembering what your coursework was like and never bothered to let you know.  If that's the case, talk to them frankly about your goals, how a LOR can round out your apps, give them samples of your work and ask that they write an updated letter.  You might want to consider different recommenders if you get the idea they're not willing to help you out with this.
As long as your transcript hasn't changed, you'll be fine with the one that's already on file with the LSDAS.
