If you wrote in that you were part Hispanic, then probably. With a really high GPA and a URM bump it is certainly conceivable that you would make the waitlist at NYU. Cornell probably either decided you didn't count as URM and rejected you because of your low LSAT, or figured that a URM with your GPA would get accepted to one of the higher ranked GPA-whore schools (Virgina, UM, Boalt) and hurt their yield.
