Weirdest thing I have heard this cycle

So, I've generally heard that if you get in to a school off of their waitlist you shouldn't expect really anything in the way of scholarships. I recently got into my #1 choice off the waitlist and as such was planning on paying full price (even though I'm in state). Lo and behold, 3 weeks later I get an email informing me that I'm being given a full tuition scholarship. Really, really weird.

First off, that's awesome. Congratulations!

Secondly, I think in your case it's different because you were waitlisted for reasons other than being a mediocre applicant.

I think you might be right about that. It still struck me as really weird though.

Also, I think it depends on how their scholarship fund works. If someone gets into a school with a scholarship and says no, that money could become available to other admitted students (waitlisted and not waitlisted)
