Could someone please explain to me the Tier system. It seems to me that when someone says that a school is first tier or third tier, etc., that it is an arbitrary statement. I guess this question goes for undergraduate as well, not just law school.

Tier 1:  1-50
Tier 2:  51-100
Tier 3: 100+
Unranked:  probably not ABA approved

Confusing terms:
T14 - top 14 schools
T20 - top 20 schools

and so on...
