I don't but in addition to a higher tuition rate for out-of-staters, is there an acceptance preference for VA residents?

I worked in the undegrad admissions office and YES there is a preference for in-staters, especially URMs (not sure how much this applies at the law school level)

The max for loans is $18500 for in-state students.  I believe they follow the Stafford Loans guidelines for max. loans allowed, not sure how that tranlates out-of-state.
