I would recommend visiting schools while classes are in session...you get to see how the students interact w/one another (and the profs.), what type of activities (orgs., law reviews, etc.) are going on and to what extent students are involved. A lot of schools also offer open house days as well as campus/facilities tours. Those help a lot. I visited a couple of schools last summer, but am definitely going to make an effort to go this year while classes are actually in session.

And as far as "the best time," I would say go during the fall and spring semesters so you can compare/contrast how students (esp. 1Ls) feel the first semester vs. the second.

IMPORTANT:  If you're looking at school in a place you've never lived before, be sure to visit in different seasons.  Yes, during/after applications might matter, but if you've never seen the snow and don't want to, don't head to Boston. Think Chicago is perfect for you but do you hate the cold and wind?  Be sure to visit campus during January. Think that San Francisco is warm and sunny all year, perfect for sunbathers?  Visit, and you'll find Giants fans wearing sweatshirts in the middle of July.

Weather conditions are something to prepare for, especially since they can fuel un/happiness or depression.

Certainly while school is in session, sometime in the middle of term (a while after classes started, but well before exam period). As for before/after apps are in, if you can swing it, visit first so that you can possibly refer to your visit somewhere in the app.

a case can be made that it isn't worth visiting until you have been accepted, especially if resources ($) are a factor.

I think you should visit your top choices before you send in your application (depending on funds of course).  This will give you an opporunity to tailor your PS to the school.  Ask to meet with someone in admissions and get a de facto interview going.  This way if you made a good impression they will recognize your name when the app comes in.

Make sure you view the school while it is in session. Most schools end up doing construction during the summer and there are never really any students. The best time is probably anytime after october, when the students are all settled in to get the best perspective.
