The increase is a little steep, but not unpresidented, especially if it is a public school (I don't know if it is). For example, law school tuition at UCLA and Boalt increased by ~50% per year the past 2 years, stabilizing to 10%/yr thereafter. Generally, a tuition increase of 5-10% per year seems to be normal.
