The event is an evening "fundraising gala" for a somewhat unconventional (liberal) political cause, and will be attended by lots of politicians, a few (very) minor celebs, and lots of young people (20-somethings).  It involves a reception, dinner, and speeches at a fancy hotel.

I have an ADORABLE black dress, knee length, 1-inch staps (not spaghetti) drapey material, slightly flared skirt.  With strappy heels and pearls.  Is this too cocktail-ish?

Somehow a suit doesn't feel right.  What is appropriate?

I agree. Skirt suit, something silky underneath for that sexy "I'm out and it's dark out" touch.  The pearls could still be a nice touch.

If you could find a blazer or something that would look good over the dress, that could work too.

I think if you feel comfortable enough, you can wear the dress as long as you have a fitted jacket or cardigan over it.  "Business" attire at a non-work event at night is more fun and open to interpretation than office attire.  I'm not sure I'd wear strappy shoes with a dress, though.  Those might be overkill.  Maybe a cute pair of pointy-toes that match your jacket/cardigan?

Otherwise, my go-to outfit for nighttime political fundraisers (I used to go to them a lot in my last job) was a black suit and a cute knit or other fun fabric top (a seamless shirt that's not a button-down), maybe with an interesting neckline or something, strappy heels (but only with a pant suit, otherwise a nice close-toed heel), and diamond studs.

ah, that's what i'm thinking of. that'd be me, not tan sejinator!

I'm not that tan right now, actually, because I prefer natural sun to tanning, and it just hasn't been out! Well, actually, it's been out a little, but I've been stuck inside!

yeah it's sooo frustrating being stuck in an office when you see its 70 and sunny outside on the lake...

I only fake tan so that I'm a natural color and so I have a base for when i hit the country club pool/golf-course in the summer.  I used to get really dark and never burn, but thats slowly changing...

Plus spending weekends indoors slinging drinks and food doesn't help either!

I used to get really dark, too, but that's stopped happening as much over the years...it's probably because we don't spend as much time outdoors as we used to.
