I need to transfer to a school in DC area or GMU for work related reasons, and yes, I need to go from Full time to PT.

I just finished my first semester.  What are my chances? Say I'm at 40% or a little better at T2 school in Chicago.

With top 40%, you almost certainly wouldn't have a chance at the full time program.

For the part time programs, maybe try GMU, WCL, and Catholic if they have a PT program. If you feel like throwing away $80 (or whatever it is) you MAY have a shot at GWU, but that's highly unlikely. I think applying to GMU you should emphasize that you want to work in VA forever and are moving specifically for work.
