Seriously though, just suck it up and do it. Everyone on law review is seriously busy with interviewing, cite checking, researching, drafting, etc. I was last year, as were many of my class mates. I don't think any of us suffered any severe grade repercussions. In fact, my grades went UP all last year somehow.
No one started outlining until after our big comment/note draft was due before Thanksgiving. Somehow we all survived. Just keep working your ass off, and you'll get it all done. It's your 2L year; outlining doesn't take nearly as long as it did my 1L year for me, and exam prep is not nearly as much work either. By now, you've figured out how to write an exam answer, so a few practice questions are all you really need to make sure you know the material and can put it together.
It definitely sucks, and anyone on law review feels your pain. If we survived it, I know you can too!
