Send resume to each office of same firm?

Does each office of the same firm make its own hiring decision?  I am planning to mass mail some firms in NY and Chicago area.

yes, each office will have its own resume screening person or group

check the firm's website first.  some of them want you to, others have a recruiting coordinator at the 'home office'  i found the website to sometimes have different names than nalp as well.
