I'd say do not get a dog, unless you're living with an SO or a roommate that will share in the responsibility. My SO and I got a puppy right before second semester started. He had to do a lot of the work like taking the dog to the park on days when I had too much reading to do, taking him outside, etc. Even during the day after class when I'd be at home trying to study, the puppy would cry or whine at my feet because he wanted attention.
It worked out, and with help, it was doable, but I know that if I was alone, I never would have been able to handle training, walking, playing, etc. If you do decide to get a dog, try to adopt an older dog, and preferably one who has had some training. If you don't think you'll have time to properly train the dog, then you're doing the dog and yourself a disservice. Also, if you're on a limited budget, adoption fees and vet bills add up very, very quickly.
A cat (or 2) is a much better option, because they're much more independent.
