Encouraged to transfer by a law school?

That usually doesn't happen. There is no way another law school would know how you did grade wise unless you told them. LSAC doesn't send your grades to other schools once you are already in a school.

I've heard of law schools going after the people on law review at neighboring schools, but don't know if that's true and who.

They also may invite neighboring schools' minority students on their 2d year to transfer to look like they're a school that values diversity when their original admission scores won't affect school's rating on US News

If their first year grades are competitive though ..
