How can one delete or inactivate their account?

Hey Andrew,
I don't see a button for this anywhere in my profile.

My reputation acquired a -2 rating. What does this mean? I don't recall posting anything worthy of such negativity. If this is a rating I'm stuck with, I'd rather just delete the account. No time to be currying favor or worrying about what -it means. The Contact page does not appear to work, and as has been noted there's no delete button.
