Are transfer students ever offered scholarships?  I have a full ride to a top tier 2 and am accepted at a top 20 with no money.  In a dream world I would take the full ride, do exceptionally well, and transfer to the top 20 with a scholarship.  Is this possible?

no, not really. transfer students are not eligible for scholarship aid the first year they transfer. you migh be as a 3rd year at some schools. you can still get need aid though...
