Have you ever thought about asking WNEC for scholarship money and saying you  need it because you want to go into public interest law? I think trying to get money from schools is a great place to start. The worst they can say is no and then you wind up where you are currently. If you don't try, then your situation remaining unchanged is a guarantee.

Also, look for outside scholarships. Try Look for grants. Look for anything! What type of public interest law do you want to do? If it's Native American law, there are some reservations that will pay for you to go to school and they you have to work for them when you graduate. Seems worth it if that's your deal. There's a surprising number of scholarships out there not tied to any specific educational institution, the money's free, why not try to get it?
