Waitlisted-Then-Accepted = No Chance for Scholarship?

For people who got waitlisted and then accepted...does that mean that they lost the power to negotiate for money because they're not the school's top choices and when by the time they are accepted, there are no money left?

If this is true, then it sucks in a way.

But for me, it would also make a tough decision a lot easier...

i think common sense would tell me that if a school wasn't initially "sold" on even accepting me outright, that i shouldn't be expecting any scholarship money.  i guess there are always exceptions though.
