just a suggestion, but it pays to be persistant with USD. I called and wrote them multiple times to find out what i needed to know. Even yesterday, I called to find out if any decisons had been made on my financial aid (it was under review). They said that no decisons had been made on it and they did not know when any would be. But when I got home from work, my financial aid letter was in the mailbox. So, just because you are told one thing doesn't neccessarily mean it is true. You may want to contact the Assistant Dean of Admissions and Financial Aid, Carl Eging. He was very helpful.
