PLEASE let me know if you find an answer to this question... I'm having the very same problem.
It seems like the LSACD-ROM isn't properly tied to my LSAC account?@!?#

I'm going to call their support line in the morning and see if they can shed some light on the subject.

It turns out that I had filled out an individual E-APP from one of the school's web sites.  Apparently if you fill an
E-APP, but are not a LSACD customer, it flags your account in someway to prevent further access to OTHER LSACD e-apps.

When I later purchased the LSACD-ROM, the account was in a locked-state which prevented me from electronically transmitting the LSACD data.  Bottom line... buy the LSACD BEFORE filling out any school-sponsored e-apps.
