Hardest LR Question I've Come Across

Last weekend I took an LSAT practice exam and encountered the most difficult LR question on any practice LSAT I've taken so far. I will admit to being dumbfounded. The passage is unlike anything i've seen before. The question is:

LSAT 11, Section 4, Questions 17 and 18 (especially 18)

This question KILLED me!!! I got 17 right but can't defend the answer worth a darn. 18 totally stumped me.

Can anyone paraphrase in plain english the teacher's argument and explain why the credited response in 18 is correct?

What is the question/answer choices (for those of us that don't have the LSAT)?
