If they asked for four, OK. If they only asked for three, it might seem desparate.

in this case? yes it is. i know from talking to many admissions reps that the one thing a good number of them don't like is to get a bunch of LORs that they either think are gonna say the same thing or are gonna take up useless space. so i'd say think twice about sending in that letter unless you're waitlisted or something like that maybe.
