Financial Aid vs. Admissions

I received a letter from Financial Aid asking for some additional information to make my fin-aid file complete.  I have not heard a decision from admissions.  Is this a good sign, or does Fin aid process apps regardless of admission decision status?

Yes, I have a call into the finaid office, but they haven't returned my call yet...

not to burst your bubble.... but ive gotten those same letters from schools that i ended up being dinged from. 

i think they just like to get our hopes up.
