Can we use a pen for a static diagram, or only a highlighter?

Sorry for the question, but I haven't really found an adequate response to this. Ideally, I'd use a pen, but I think they're out, so I guess my only option is a finely-tipped highlighter. Anyone know?

I don't think you are allowed to use a pen except during writing test.
Either a 2B pencil or a highlighter will be permitted.
