For creating a static diagram? Or do we have to go the highlighter route?

It doesn't matter. They just don't want you using a "soft-lead" pencil. I don't know that anyone even makes these any more, except for like for art stuff.

Pentel's mechanical pencil lead labeled HB (any size) is = #2. Softer leads are more reflective and will screw with the scanner.
