I live in DC. I did get the received letter, then i got the complete letter on Saturday...then acceptance letter on wednesday.

not sure who you're asking, so i'll chime in for the hell of it.

i live in LA, i got the received letter about a week ago, and i got the complete letter at the same time as the acceptance letter, though it was two days' worth of mail at the time.  they were dated one day apart.

that kinda happened to me with duke.  you're supposed to track completion by e-mailing them.  i e-mailed sunday night, got the accepted e-mail tuesday and was like, "i guess i'm complete then?"  they replied to my original e-mail on wednesday to confirm that i was complete (and accepted).
