you could try to go to a school for a year and do fabulously (as you I'm sure you will since you have a 3.9 GPA) and transfer up.  If you prove yourself you can probably get into a great school.  This might hurt you for recruiting purposes however, but it might keep you from having to retake....

I would say retake. It is REALLY risky to rely on being able to transfer...you never know what will happen...and it would suck to get stuck somewhere that you didn't like (or wasn't as good job wise)
