Arizona resident tuition

Has anyone successfully obtained resident tuition rates at an Arizona law school for the second and third years?

The was initially presented as a fairly easy process, but the more I read about this, the more difficult it appears to be.  In the guide I obtained from UA has a section that states:

What is the policy about establishing residency while attending school in Arizona?

All of the evidence is weighed under the presumption that a non-resident student's presence in Arizona is primarily for the purpose of education and not to establish domicile, and that decisions of an individual as to the intent to establish domicile are generally made after the completion of an education and not before.

What is your take on this?  The wording seems to suggest that they are not going to give students any leeway in determining residency for tuition purposes.
