Every school accepts far more people than they hope to have in the class, because they know every student probably will get 4 or 5 acceptances and only attend one school. So, I think they predict something like 25% of their acceptances will refuse and so they accept a ton of people. It is only if less than their expected percentage accepts that they dig into a waitlist. Last year we had 16 people accept more than we expected. In my class they hit the waitlist. So, it is a very variable thing.
