I received 75% tuition scholarship at MSU and very little at Villanova.  Thoughts?

Since all the schools you got into are regional, it comes down too, what state do you want to work in?

Other than that, the only other thing that may matter is whether you plan on working in a very lucrative or non-lucrative type of law, since they vary so much. You need a low debt load to do some types of law, there is also one type of law in which your undergrad degree plays a major role, and one can sometimes do well in it even from a low-ranked school.

Do you have contacts in either state.

You will have a somewhat easier time transferring form a higher ranked school. It is more likely than not though you will be stuck at the school you choose and need to be happy with it.

It depends.
