does this sound like a waitlist letter?

I have received several waitlist letters which have either outright said I am on the waitlist or have stated it in a less obvious way, i.e. "your application is on hold; will be reviewed at a later date" etc.  I received this letter a month ago, but in re-reading it I can't tell if it is a really nice way of saying I am on the waitlist or something else altogether.  What do you think?  *Identifying details have been left blank*

Dear ___________

Thank you for your application to ______________________ for the Fall 2008 entering class.  Your file is complete and has been reviewed by the Admissions Committee.  I am pleased to inform you that you have successfully passed through the first round of reviews.  Your credentials are impressive and have enabled you to advance to this next level of consideration for admission.  The fact that you continue to stand out to the committee should be commended.

We anticipate that the second round of reviews will take place by March 14, 2008.  You will be notified of your status after that date.

We appreciate that this can be a very anxious time in your life and want to thank you for your patience through the admissions process.

I don't know what you'd call that, but waitlist doesn't seem like the right word. They usually wait until early summer to review files again on waitlists, right?
