I have heard of the LEOP at UC Hastings where they take lower than normal scores for unruly circumstances, does anyone know of any others schools that offer comparable policies?

I have heard of the LEOP program at Hastings but I am curious about other schools? Does anyone know what other schools have comparable admission policies? Iowa, Texas Tech, Kansas, Wisconsin, Arizona State, Missouri, Nebraska... Please any schools will help...
Does this mean that people who did not do so hot on the june LSAT can retake in Sept. and if the Sept. score is higher that when applying to law schools, we would not need to have a multiple lsat average? Could we just aplly to schools with the new and higher LSAT score that we got in September?

Do you guys think I have a chance at any decent state school with these numbers? I have heard North Dakota, South Dakota, and some other may be possible? Or should I just think about private schools? My major is political science, weaker undergrad school, good extras...
I will be applying to Texas Tech, Iowa, Arizona State, Nebraska, Wisconsin, and Kansas, do I have a shot at any of these? I plan on applying very early when these school start accepting apps. I might even apply ED to ASU or Wisc? What do you guys think my chances are? I have pretty strong extras too.
