I have a copy of PLS II. 

I read about 20 pages or so and never looked at it again.  I'm pretty convinced that those books are kind of useless.  Just be sure to ask current students at your school for advice, and be sure to pay attention in class regarding how the professor wants things done.

But what if the person kept failing?  He/she kept trying to succeed, but just couldn't.

I'm laughing with you man, not at you.  I would have probably asked the same question as a 0L.  But the FBI is not what is meant by the term "police power."  That's a term that refers to Congress's ability to legislate on just about any damn topic they please that deals with money via the Commerce Clause.
