Brooklyn does not PREFER getting the Dean's form early, but they don't mind getting it ahead of the other forms, either.

They still have two WLs..earlier applicants are put in spring waitlist and some of them ( along with nonadmits/nonrejects who applied late)are moved to summer wl in may-june.

Your logic here is flawed.Basically US NEWS sees three numbers--how many applied, how many admitted, how many enrolled...once admitted, whether directly by adcom or from waitlist, it's an admit, it counts in the numbers for US News and that's it.
In any case, a friend was told today that Brooklyn is overenrolled and that there's been no wl movement for about 10-12 days.So he's stuck on wl and doesnt want commute to outer boroughs.But two I know got offers last week--with money!--from Cardozo. Go figure!
