Where should I go next fall? / Where to Apply??????

Hi,
I am having trouble deciding where to apply for next fall. My numbers are 158/3.6. I am a Texas resident, but i am open to go anywhere. I would like to go to the best school possible with these numbers, preferrably in the top tier. My interests include International Law and Intellectual Property Law. Any Ideas??? Thanks!
