I know, for example, it's illegal to lie to grand juries, in court under oath, etc. When else is it illegal besides in a courtroom setting? Is it illegal to lie to a federal/government employee if you're not in the position of needing to testify [e.g. informal preliminary investigations, etc?]. I'm thinking about Martha Stewart here, and how they said it was illegal to lie to federal employees. Was she under sworn testimony when she made those statements, and would she have needed to be in order to be guilty of criminal cover-up?
