The original 8 have a considerable bump in prestige and are popularly-recognized as being the "best" 8 public schools, without regard to whether or not they are similarly-situated to the other 22 statistically.
Once you get to 30 public "Ivies", you're really saying "these are 30 great public schools" instead of "these are 8 elite public schools."
