I had always thought this as well, but the entering class profile shows only 52% of entering students as in-state, much lower than in past years. Has something changed?
Also - any word on the search for a permanent dean?
Finally, as a Seattle resident, I feel qualified to field these two questions:

Public transportation is great in the U-District. Parking is not. If you are living on or near campus, the bus system should get you anywhere you need to go, possibly faster and cheaper than a car. Seattle is also very bike-friendly: I find I can get almost anywhere on my bike in about the same time as I could fighting traffic and searching for parking in my car.
