I'd advise a retake as well, but it's not completely out of the question.  Admittedly the sample size of URMs from last year on LSN with similar numbers was small, but there was one Cornell admit and a Northwestern admit.  As already mentioned, you're limiting yourself a lot with that score, but American and Fordham are entirely possible and possibly one of the higher schools.

I had a test where we were not allowed 2000-3000 characters for an essay question.

That was painful. 

Damn, that's rough.  I hit 17,000 on a 90 min Torts essay, and I was pretty concise.

I'm not sure, actually.  I miss it tremendously.  Even now, when I live in "Chicago" (well, Hyde Park), I find myself dreaming of nights out on the Ped Mall, in drunken transit between the Mill and Pizza on Dubuque.

Ugh, I know the feeling.  I've been back a few times (including the Penn State game) and as much as I like Wash U, it's always hard to leave Iowa City.  There's certainly nothing here to match The Mill or The Sanctuary.  Don't think I could have stayed there for another three years, but I still miss it.

If you're looking at a 167-ish LSAT, you're safe at U of I anyways, so you may as well take the risk.  The chances of getting into a better school are pretty high, and if you decide to stay at U of I you will at the very least have given yourself some scholarship leverage.
