Co-sign. 15 hours a week working =/= legitimate excuse for poor grades. You've had an upward grade trend, however, which is excellent. The adcomms will note this. If your cum GPA is just barely above a 3.0, it might be worth mentioning something. If you want to include an addendum, I suggest it say something along the lines of:
Thanks a bunch.

Right, that's why I'm so interested in it. However, this friend of a friend claimed that even if you're rejected from the Early Decision program, you're cut off from scholarships from other schools.

I've been looking at the GW Early Decision option for some time now, and it seems a more attractive option the more I think about it. I just heard from a friend of a friend, however, that applying ED to GW will result in you not being offered any scholarships from other schools, even if you're rejected at GW.
I have a hard time believing that this is true, but I thought I'd consult the general wisdom of LSD before telling her she's full of *&^%.
Has anyone heard anything along these lines?

I'm in the same boat, but with less of a good reason for the poor grades. My semesters so far are 2.6, 2.9, 3.0, 3.4, 3.8. I've worked as well, but only about 15 hours per week. Do you think an addendum would help in my case, or would it just come off as trying to offer a lame excuse?
