At what point should one send an LOCI after being notified of being waitlisted? Immediately, one week, one month? Also, is it really in a 'letter' format or like a secondary personal statement? Thanks!

My standard response to questions about why I didn't apply to X school, which they perceive to be "real good" because so and so's daughter/son attended is "that law school doesn't have the specific program/classes I want to take."

So within their own tiers, can we list the top ten T3 and T4 schools? Also, which schools have a regional and/or national recognition?

The process is so arbitrary. It's very hard to predict. The best way to approach the whole decision process is to think that if you didn't get in, that specific school isn't the right fit for you.
