Has anyone taken TestMasters Online? They are offering an online course which is about $400 less than the regular. I attempted 2 test the link, but received a license error. Has anyone tried the streaming link and had success?

I keep screwing up on Assumptions. Can someone explain, why B is TCR for PrepTest 28, Section 1, Question 2. Did I atleast get the conclusion (The government should not increase its own funding.) right?
I selected A. I added the 'NOT' behind should and thought it was right, WRONG. Thanks in advance for your help.
