If this all turns out to be true, and only after he is found guilty, he should be handed over to the Iraqi government.
Civilians die in war, which is sometimes understandable as a consequence of the actions of warring forces; in this case, the loss of civilian life was unwarranted and vile. Since this particular case isn't characteristic of the American armed forces as a whole, the perpetrators must be made into an example.
A truly sad case to ponder on our wonderful country's birthday.
