Law School Applications / Reapplicant LOR

This is my second time application, and I got one new letter of recommendation from my current employer. My two previous letters were from my professors. I applied to several law schools with the three LORs, but UPenn "strongly" suggests that reapplicants submit two "new" letters of recommendation.
Do you think this could be critical? Frankly, I cannot find anyone else who knows me well enough to write me an LOR..

Law School Applications / Fee waiver for 2nd time applicants

Hi everyone,
I am applying to law school this year, this is my second time, and I've never heard of any case like mine, so I hope some of you can help me out.
I took my first LSAT in 2009 and applied with the score, which was way below my usual scores on prep tests. I received offers and got waitlisted by some of the schools, but I couldn't settle for them.
So I retook the LSAT in February this year and scored higher, so I withdrew all admissions and decided to reapply to higher ranking law schools.
Since this is the second time I am applying, I am hoping to get fee waivers. So, here are my questions.

1. Will the law schools consider me as a candidate even though I have a record of applying last year?
2. I scored 163 the first time and 174 the second time. Do you think I have a shot at receiving a fee waiver from T14 schools?
3. When do law schools begin sending fee waivers? I figured it must depend on the school, since I received one from U of Minnesota in April, but I am planning to apply as soon as they begin receiving applications and I wouldn't like to get a fee waiver after applying, if that's even possible.

 This topic has probably appeared on this board several times already, but I couldn't find it among recent posts, so here it is. The following is a list I got, but I also saw other lists where Columbia was said to take the highest, an article about NYU shifting to highest, etc. If anyone has an accurate, reliable, not outdated list of schools considering average or highest, please share.

Schools that claim to consider the highest score:
Yale
Chicago
Northwestern
Cornell
UCLA
Pepperdine
Southwestern

Schools that claim to average:
NYU
UC-Berkeley
Duke
Virginia
Georgetown
Loyola-L.A.

Schools that won’t commit either way:
Harvard
Stanford
Columbia
Pennsylvania
Michigan
Texas
USC

I have a 163, 1 cancelled, 1 absent, and a 174.
Do you guys think I have a shot at a top 10 law school?

Studying for the LSAT / Panic on test date

I took all the prep tests from 20th to 56th, timed.
I scored between 164 and 178. Most of the time 170 or 171.
And then I took the June 09 test where I scored 163!
so I took it again in October, and I felt so bad after the test I just cancelled it.
On preps, I usually got perfect score on LG, where I always had 5-10min. to review.
In LR, it varies from time to time, but I usually get 24/26 and about 3min. to review.
RC is my weakest section.
I took the tests in Asia and on the day of the test,
I felt the test was way harder than the preps, especially LG.
I doubt that's true, but anyway I panicked, and didn't have enough time for any of the sections.
The funny thing is, I took the September09 prep before taking mine(October09) in Asia
and I scored 178!!  :o
Has this ever happened to any of you guys?
And do you think I can do better next time?
