I don't think it's likely. Get a tutor, see why you are making mistakes, take another diagnostic (a more recent one please) and see if you should postpone.

Don't be discouraged. You need to improve your English first. Your current score does not indicate your potential at all.
My English is good, though it is my second language. My diag was 151; my official test scores were 166 after less than 3 months of study and 172 after 5 months of study.
Transferring to T14 even from a T20 is hard... you'll probably need to be in the top 5-10% of the class. From a tier 2, I imagine you'd need to be in the top 1-2%.
I wouldn't suggest going to school thinking you'll be able to transfer.

I was definitely not expecting much welcome from any particular T14 school, but as others have mentioned, a shotgun approach might suit me best ($$ is not a factor if the potential reward is T14 acceptance).
I am applying to Sep. 2010. I know it's late but I'm sending the apps out tonight.
My GPA trend was something like: year 1 (2.5), year 2 (2.4), year 3 (2.4), year 4 (1 year coop term), year 5 (3.9)
I am writing my PS with my 1-year coop as the topic. I want to show that the coop term was an important transformative step for me, since I went back to school and scored a 3.9 in the final year without easy courses or a light load.

haha...okay. Although I have taken statistics, I just wasn't sure how much to trust the accuracy of those numbers. I plan to apply tonight after I've finished touching up my personal statement. Thanks!

I may sound greedy but I really want to get into T14. I think I have a good shot at GULC PT.
If I do aim for T14, do you think I should ED to GULC PT? Or would that be unnecessary?
Also another Q: Can I ED to both GULC PT and FT, or just only one of them?
