Maybe I misread what you said. When you asked if it's better to submit a personalized recommendation to your top choice school, I thought you meant personalized to that school. I guess you were just asking whether the professor should stick the words "X law school" somewhere in the recommendation letter? If so, don't do it - it's not going to help any if the professor has no ties to the school, and like you said, if it does not mention the school by its name you can use it for other schools.
However, not sure if simply an additional letter of recommendation will make a big difference setting you apart from other applicants. Though still worth it if your professor can write a really glowing letter.
